The Clean Energy Buyers Institute (CEBI) is an educational nonprofit, affiliated with CEBA, focused on solving the toughest market and policy barriers to achieving carbon emissions-free global energy systems. CEBI educates policymakers, businesses, and other energy market stakeholders to inform U.S. and global energy policy and regulations.

CEBI is the educational affiliate of CEBA, working in the U.S. and globally to remove the most persistent market and policy barriers to achieve carbon emissions‑free electricity systems.
Driving Decarbonization
CEBI conducts independent analysis, develops practical policy solutions, and informs diverse stakeholders — including energy buyers, policymakers, regulators, utilities, and advocates — to modernize electricity markets and accelerate grid decarbonization worldwide.

As a nonpartisan organization with a business perspective, CEBI delivers actionable insights that help shape market reforms and public policies that enable affordable, reliable, clean power at scale.
Results
CEBI’s Worldwide Impact
Helping Buyers Bring Clean Energy in Georgia
To proactively address rising energy demand, in 2023 CEBI began developing a concept with Georgia Power for energy buyers to “bring your own new clean energy” to the grid. Following years of close collaboration, the Georgia Public Service Commission unanimously approved a program in 2026 allowing major buyers to identify and bring renewable generation and storage resources onto the system for the first time. CEBI is now working to scale this concept by developing similar initiatives with other utilities.
Sparking Energy Investment in Texas
CEBI designed, advocated for, and helped pass an innovative market mechanism to accelerate investment in critical energy infrastructure in Texas. CEBI’s concept was to create a technology-neutral energy attribute certificate that could incentivize and credit a range of new technologies. Texas’ grid operator and utility commission approved the program in 2026, giving businesses a credible way to support clean energy resources. Its adoption by the Texas grid operator also provides a model that other states and regions can follow.
Supporting Clean Energy Procurement in Asia
Through support of the Clean Energy Procurement Academy, CEBI equips major energy users across Asia with the knowledge and tools needed to purchase and advocate for clean energy. By helping companies navigate complex energy markets and make informed procurement decisions, the Academy increases demand for new clean energy projects, attracts private investment, and supports economic growth. As more companies gain the confidence to participate in energy markets, they become powerful drivers of cleaner, more reliable energy systems across the region.
